Historical APRN Overviews

June, 2020 Update

Unfortunately the legislative session ended with the no public hearings held in either the Assembly or Senate Health Committees.  We were not able to come to agreement with the Wisconsin Hospital Association who wanted APRN “documentation of collaboration with a physician”   included in the legislation.  WNA opposed this as it did not achieve our goal of Full Practice Authority for all APRNs which impacts patient access to quality care..  WNA’s Nurse Practitioner Forum Board and the WNA Board will be working with legislators and candidates on supporting the APRN Modernization Act for the next biennium.

December, 27 2019 Update

It looks as though there are going to be public hearings on the APRN Modernization Act Legislation (SB 249 and AB 267). The public hearing will not occur the week of Jan 6 as we had hoped.  However, the next Assembly Health Committee is scheduled for Wednesday January 15, 2020.  WNA is asking all RNs and APRNs to be ready to contact their legislators asking for their support of the legislation.

December 15, 2019 Update

Take Action Now! Time to Contact your Legislators about the APRN Modernization Act
It looks as though there are going to be public hearings on the APRN Modernization Act Legislation (SB 249 and AB 267). The public hearings may be held as early the week of January 6, 2020. WNA is asking all RNs and APRNs to be ready to contact their legislators asking for their support of the legislation.
In order to assist you with contacting your legislators WNA is offering multiple 30-minute “Take Action Now!” Informational Conference Calls. On each call we will cover the following:
1. Purpose and importance of legislative committee public hearings.
2. Overview of SB 249 and the companion bill AB 267.
3. Why we need nurses’ involvement.
4. How you can support the passage of the APRN Modernization Act.
These informational calls are free to WNA members and $15.00 for non-members. Any proceeds will be used to cover our lobbying and advocacy efforts. Thank you in advance for your contribution.

July 9, 2019 Update

Next step is Public Hearings.

The APRN Modernization Act has been introduced in both the Senate and Assembly.  These companion bills are:

2019 Senate Bill 249 was introduced on May 30, 2019 and assigned to the Senate Health and Human Services Committee.

2019 Assembly Bill 267  was introduced on June 7, 2019 and assigned to the Assembly Health Committee.

There are a total of 40 legislators that have signed on as cosponsors to the bills.  Thanks to all of you who contacted your legislator.

We are hoping that the Committees will hold public hearings before October.

The APRN Modernization Act is a legislative proposal developed by APRNs for APRNs to:

  • Increase the visibility of APRN practice and role through adding a new section in Wisconsin’s Nurse Practice Act the creation of the APRN practice in Wisconsin State Statute 441. docs.legis.wisconsin.gov/statutes/statutes/441
  • Reflect the language found in the 2008 APRN Consensus Model developed through the leadership of the National Council of States Boards of Nursing which calls for APRN Licensure, school of nursing accreditation, national board certification and graduated with a master’s or DNP degree. ncsbn.org/Consensus_Model_Report.pdf
  • Provide title protection for APRN and the four roles; CNM, CRNA, CNS, and NP.
  • Amend current statutes (~50) by changing APNP to APRN
